Phillip Boyle & Associates provided operational planning support and network planning advice as part of ‘Network 2014’ changes to ACTION bus services in Canberra. Working with the ACT government, we analysed proposed network changes and provided operating cost estimates. ACTION operates urban services, school services and special needs transport with a fleet of over 400 buses, three depots and five main bus stations. In 2013, it commenced a review of the bus network, with the aim of providing more direct routes, better connectivity and increased service frequency.

Highlights

Phillip Boyle & Associates used HASTUS NetPlan to generate area-based integrated timetables and produce robust operating cost estimates for the new network. The new network is in the process of being implemented.

Phillip Boyle & Associates’ tasks included:

  • Creating detailed operating plans based on proposed network changes across all areas
  • Providing detailed operating cost estimates, including baselining of current services and estimating for alternate networks
  • Creating detailed timetables for trunk and rapid services.

Key Challenges

Phillip Boyle & Associates had to negotiate diverse stakeholder interests and bureaucratic constraints to assist the ACT government and the operator to achieve its aims for the review.
